Champi's eye, and the destructive conditions within its compact eyewall, narrowly missed Guam early this morning, passing just 10 miles south of the southern tip of the island at around 4:26 AM ChST. The eye remains compact and very well-defined, with a width of around 5 to 6 miles.
Instruction:
As damaging tropical storm-force conditions continue, do not go outside to check for damage or to implement temporary repairs, even as sustained winds begin to diminish through the next few hours. Occasional typhoon-force, or strong tropical storm-force gusts, will maintain dangerous conditions outdoors. Do not open the doors of your home or shelter until high winds fully subside. Wait for the all- clear signal. Passing rain showers will bring very strong gusts without warning.
