* WHAT...Flooding caused by excessive rainfall is possible. * WHERE...Portions of east Tennessee, including the following areas, Hancock, Hawkins, Johnson, Northwest Carter and Sullivan and southwest Virginia, including the following areas, Lee, Russell, Scott VA, Washington VA and Wise. * WHEN...Until 2 AM EDT Friday. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. * ADDITIONAL DETAILS... - Locally heavy rainfall from scattered showers and storms may lead to isolated flash flooding through this evening.
